"Every Child Matters" is a Government Green Paper published in 2003 which has been adopted by local authorities and umbrella organisations such as Home-Start, to target specific outcomes that will benefit children in the long term by initially adopting a 3 year interim plan (2005 - 2008) with 5 specific outcomes. These outcomes are:
- Being Healthy - Enjoying good physical and mental health and living a healthy lifestyle
- Staying safe - Being protected from harm and neglect and growing up able to look after themselves
- Enjoying and Achieving - Getting the most out of life and Developing broad skills for adulthood
- Making a positive contribution - To the community, to Society and not engaging in Antisocial Behaviour
- Economic Well-being - Overcoming socio-economic disadvantages to achieve their full potential in life
